I wanted to ask if I correctly identified a problem in the form of a central question correctly that ties the whole introduction together. Also, does this draft have to fully be 4 pages?

Please see the email below, and please email me to communicate in the future. For now, I will answer your question in this comment. You wrote the following as, I believe, the problem:
She wants to be desired “all I ever wanted to be was a wet gorgeous mistake, a reason to crave shelter” and not dreaded. There was “a reason to crave shelter,” as many suffered, their homes perished, their belongings were destroyed because of this dreadful storm that reached their skin. What justifies that this poem channels the hurricanes’ feelings and problems and not that of the individual?
It’s not clear what you mean by “justifies,” so it is a challenge for me to answer your question. The problem I want you to identify is an analytical problem, in that it requires analysis of the exhibit to be resolved–specifically, it is resolved by an interpretive analysis that can be organized in such a way that it develops a main argument/thesis statement. To develop an argument is to explain through evidence, interpretation, and reasoning. The process I outlined encourages students to begin by analyzing the exhibit and producing evidence, interpretation, and reasoning about it. I have explained all of this to give you a sense of the “bigger picture” in which your problem becomes relevant. So, you can tell if you have a successful interpretive problem if you identify an ambiguity in the text that your analysis can resolved through your analysis.
